Scope note: HB 3773 is now Public Act 103-0804. It amended the Illinois Human Rights Act for employer use of artificial intelligence in employment decisions. IDHR rulemaking and guidance can affect final notice and operating requirements.

1. Illinois exposureRecord Illinois employees, applicants, hiring locations, remote hiring flows, and the internal owner for the review file.
2. Tool inventoryList ATS, HRIS, sourcing, chatbot, assessment, video interview, scheduling, ranking, matching, and internal AI tools.
3. Employment touchpointMap each tool to recruiting, hiring, promotion, training selection, discipline, discharge, tenure, or employment terms.
4. Evidence statusSeparate confirmed use, vendor-confirmed evidence, client-reported use, public signals, unknowns, and counsel-review items.
5. Vendor evidenceRequest AI feature descriptions, data inputs, validation/bias materials, human controls, model updates, and notice support.
6. Notice-readinessRecord notice language, delivery process, delivery records, approval owner, and review date.
7. Proxy-risk questionsFlag ZIP code, distance, location, demographic, scoring, targeting, or screening inputs for review.
8. Approval trailTrack who reviewed the file, what changed, what remains open, and what needs attorney or leadership approval.
